TPS Board Approves Contract with Rudolph Libbe

An exciting next step has been taken in the $100 million planned development of the Scott Park campus, as the Toledo Public Schools Board of Education unanimously approved a resolution naming local firm Rudolph Libbe Inc. as the construction manager for the project.

The resolution, approved at the board’s March 25th regular board meeting, stipulates that the contract with Rudolph Libbe Inc. should not exceed $7 million.

The board’s choice signifies the district's commitment to enhancing project quality, cost control, and scheduling efficiency through the CMR method, a construction delivery approach authorized by Ohio House Bill 153.

"This is a crucial milestone for the Scott Park project," states Bob Vasquez, president of the board. "We are confident that the team members at Rudolph Libbe Inc., with their proven expertise, will deliver exceptional results for our students and the community."

The idea for the sprawling campus was first conceived by Dr. Romules Durant, CEO/Superintendent of TPS, as a way to revitalize the former University of Toledo's Scott Park location. This ambitious project aims to transform the site into a state-of-the-art educational hub, offering a diverse range of academic and vocational programs for both high school and middle school students.

Key components include establishing on the campus  the Construction and Architectural Design Academy and the Brady Educator Academy. Plus, partnerships with institutions like Owens Community College are set to provide college-level courses, expanding educational opportunities for adult learners. The project's vision extends beyond traditional education, encompassing plans for facilities like a sports dome and even housing, aiming to create a community-focused campus.

The selection of Rudolph Libbe follows a comprehensive evaluation process conducted by a district interview team of administrators, district energy partners, city representatives, and representatives of Munger Munger + Associates Architects Inc., the project’s architects. The team meticulously reviewed statements of qualifications, solicited proposals, and conducted presentations from various CMR firms. Ultimately, Rudolph Libbe Inc. was deemed to provide the best value for the Scott Park project.

The $7 million budget for the project will utilize non-federal funds, demonstrating the district's dedication to investing in its infrastructure. This resolution is effective immediately, paving the way for the commencement of the Scott Park project and marking a significant investment in the future of Toledo Public Schools.
